TL;DR: This mod adds a new tier to vanilla resolutions and sanctions as well as three entirely new resolution trees (check out the screenshots). It also reduces the time the senate takes to pass a law.
2.8.* compatible version: mod_detail.php?publishedfileid=2459772649
This mod is available in english and german. It is also compatible with french, polish, russian, simplified chinese and spanish (meaning if you play in any of those languages, the text will be displayed in english instead of placeholders/code).
Introduction
I have been extremely excited about the galactic community from day one, i love the feature and i try to achieve a certain political state every game. One of my favourite quotes sums it up perfectly:
“Ankh-Morpork had dallied with many forms of government and had ended up with that form of democracy known as One Man, One Vote. The Patrician was the Man; he had the Vote.”
― Terry Pratchett, Mort
While it has been very fun so far, i have two main issues with this system.
[olist]
A large part of the political power stems from fleet power and by the time my fleet is big enough to have a say in the galactic community, the buffs to my empire are nice to have and it might be fun to debuff some of the other empires, but it doesn’t really feel as if you are the de facto all mighty ruler of the galaxy, because: The senate can be sooooo slow, which hurts if you are powerful (because you can’t push those resolutions fast enough) and makes it – in my opinion - too easy to stall if you are not (because you can just keep proposing sanctions to avoid the resolutions you don’t want to pass) [/olist]
There are mods that speed up the senate, some seem to powerful while others are just right (for my taste), however none of them expand on the available resolutions so i decided to make my own.
Current features
One additional resolution and sanction in each category
Buff the galactic community, provide more ways to specialise your empire and to harm other empires by passing resolutions that overall have a negative effect on their empire.
Increase the diplomatic weight of galactic council members (2x your political power)
Make it easer for the galactic council to win votes even if outnumbered
Reduce the voting time to 180 days (without changing the recess time)
Speed up the pace of the galactic community without overdoing it, by only changing the voting time the immediate impact is reduced and emergency resolutions by the galactic council are buffed (since they skip the recession and go straight tot he voting phase)
Reduce the emergency measure cooldown to 2400 days (from 7200)
Match the accelerated pace of the galactic community
Add new resolution trees
Add roleplay options and potential benefits of the galactic community
Reduce the cooldown for proposing resolutions of the same category
Accomodate the overall faster pace
Reduce the cooldown for changing your vote
Make it possible to change your vote during the voting process, as is possible with vanilla stats
Reduce the cooldown of using your veto
Accomodate the overall faster pace and further increase the power level of the senate
Reduce diplomatic value of favors in trade deals
Fix favor spam (see comments and changelog), favors can now still be used to gain some additional weight but it won't be possible to trade them for an abundance of free monthly ressources
English and german localisation
Making the mod more immersive and getting rid of placeholders
Compatibility with additional languages
Making the mod accessible to everyone
In Progress
I am also updating the progress in the discussion/request thread for new features and am open for feedback or suggestions.
Add additional, opposing resolutions trees
Make use of the faster pace in which resolutions are passed, provide more means to specialise your empire in correlation to galactic law (slaves v specialist buffs, robots v spiritualist, ...) and roleplay value ("good" v "evil", cooperative v dictatorship)
Planned Features
Add "special" effects to the last resolution of each tree, such as unlocking buildings, decisions, edicts, increasing ethics attraction, ...
Add flavour and roleplay value to the resolutions as well as rewarding you for the big investment in finishing a tree (after all, the last resolution costs 500 Influence
Cancelled Features
The following feature was one of the reasons i even started this mod, i think it offers a vast amount of flavour and potential. Unfortunately, after trying to find a way to make it work for 5 months, neglecting actual useful work on this mod, i have to conclude it is not possible. This has been verified by other modders as well. The good news is, since i cancelled it i have energy and time to work on other stuff again.
Add two opposing trees (cooperation v domination) that unlock new decisions and advantages accesible only to members of the council (such as tax paid by the other members of the community versus automatic and free trade deals with them)
Increase the roleplay possibilities as well as the power of the council
Galactic Community++ vs. Galactic Community Expanded
In my mind, my mod is the OG of galactic community mods, i started working on it pretty much instantly after the galactic community got released as a feature. However, being the first == being the best or having a monopoly. Since the mods are incompatible, here is my reasoning on when to use which mod (biased, but i try to be fair):
- Use galactic community++ if you want a "closer to vanilla" feel. This is not because i'm so good at emulating vanilla, but because i simply have less overall content. Therefore:
- Use galactic community expanded if you want more content. It's a fact that the mod offers more content at this point in time, and given the speed of development and it's vision, probably also in the future.
- use galactic community++ if you don't want the galactic community to affect your empires ethics, or if you are using mods like Ethics and Civics Classic and want to retain full immersion and compatibility
- use galactic community expanded if you want additional ways to interact with your empires ethics
Aside of that, just try both mods and decide which one you prefer. I don't hate any of the stuff they did with galactic community expanded and it's certainly well made, some of the changes are just not my cup of tea which is the main reason i keep working on galactic community++, i was definitely tempted to just hand the mod over entirely (mostly due to the canceled feature, see above, as well as taking a break from stellaris for some time)
