Stellaris version 3.6.X - NOT achievement compatible

The more resolutions to choose from, the better.

NOTE: This mod is a modified and improved version of Sol Invictus's original merge mod New Galactic System, credits and links are at the bottom.


This mod merges the contents of the Galactic Community Expanded and Galactic Community ++ mods. Additionally I have modified these resolutions in a way that makes them way more interesting. For example, the Authoritarian lvl 5 resolution now bans the Democratic authority, and the lvl 5 egalitarian resolution now bans Imperial and Dictatorial authorities (I have scripted breach fixes and events for all of these new changes as well that AI can also use). Or as another example, all resolutions that are for a specific ethic now add ethic attraction to it and later on decrease ethic attraction for the opposite ethic (lvl 6 authoritarian resolution adds +100% authoritarian ethic attraction and -50% egalitarian ethic attraction).


New resolutions: 6 new Authoritarian resolutions, 6 new Xenophobe resolutions, new 6 Xenophile resolutions, 6 new Hivemind resolutions, one crystalline protection resolution, 6 new crime resolutions, 6 new corporate crime resolutions, 6 new exploration resolutions, 6 new healthcare resolutions, 2 new history resolutions, level 6 resolutions for all vanilla resolutions, level 4 sanctions, galactic population controls resolution (to reduce endgame lag, AI will never propose it)

New mechanics (added by me): Ethic attraction to ethic-based resolutions (such as the greater good ones and the new authoritarian ones) which also affect vanilla resolutions, certain authorities are now banned for the high level authoritarian and egalitarian resolutions and diplomatic weight will be increased/decreased for high-level resolutions - high-level authoritarian resolutions will decrease diplomatic weight for egalitarians and increase it for authoritarians. (I have scripted breach fixes that AI can also use, and combined with the ethics attraction whatever side dominates in diplo weight should be able to change the whole galaxy to adopt their ideologies over time)

ethics: 00_ethics - full overwrite (if the mod adds to ethics, like new ethics, but doesn't modify vanilla code then it probably is compatible with this mod if it's loaded after my mod) - this was necessary for the new resolution ethic attraction system
events: federations_events_1 - selective (= can work with mods that also modify this file unless they change the same events/resolutions/effects/modifiers or if they do a full overwrite and it is loaded after my mod)

NOTE: This mod is not compatible with the Expanded Espionage and Diplomacy mod. The only way they'll be compatible is either through a compatibility patch (which will take me a lot of time and effort) or through a trimmed down version of EED that removes all resolution, effect, event, modifier and localization overwrites.

NOTE: It is recommended to have UI Overhaul Dynamic installed alongside as it makes the windows bigger and longer text fit inside the blocks.

Since there are a lot of new resolutions now, I suggest speeding up the Galactic Community with my second mod: Faster Galactic Community by Ever Universe.

As this mod is likely not compatible with many other mods that change how ethics, resolutions and policies work, if you're also a modder and know how to make compatibility patches well, feel free to do so with my mod.


Sol Invictus made the original merge of these mods, I modified it by changing AI weights for resolutions and improving titles and descriptions, as well as adding ethic attraction to certain resolutions and breach fix events that the AI can also use. Original mod: New Galactic System.


1. Rework the Xenophobe and Xenophile resolution breaches to be able to write breach fixes; - implemented in Patch 1.3.0

2. Script breach fixes and events for the Xenophile and Xenophobe resolutions; - implemented in Patch 1.3.0

3. Improve/replace descriptions and/or names for the Xenophobe and Xenophile resolutions - implemented in Patch 1.3.0

4. Add all breach events to the vanilla decade pulse event (the GC envoy one); - implemented in Patch 1.2.0

5. Change AI weights for the Healthcare and Megacorp resolutions so that it'll be more dynamic and realistic;

6. Improve/replace descriptions and/or names for the Megacorp and Healthcare resolutions;

7. Fix some apparently broken features from the old mod;

8. Clean up unnecessary code from vanilla file overwrites to increase passive compatibility.
