New Resolutions, Casus Belli, Improved Vanilla Resolutions, Exterminators that are able to join the GalCom, tweaked AI values for Vanilla + Bug Branch Ethics & Civics.

Galactic Community Overhaul adds 7 new Resolution Groups with 23 new Resolutions to the Galactic Community & Imperium, e.g. a stellaris equivalent of human rights and the possibility for the galactic emperor to disband the Imperium.

Compatibility
This mod overwrites the following game rules:
- can_be_part_of_galactic_council
- can_be_part_of_galactic_empire
- can_be_part_of_galactic_community
- can_use_galactic_market

Also overwrites the resolution 'resolution_divinity_right_to_work' in order to work with the synthetic superiority resolutions.

Should work fine with other Galactic Community mods as no categories are overwritten.
