This is a submod for Empires Expanded, previously known as Civics Expanded Plus, intended to balance the basegame civics (and more in the future) to be more in line with the mod's additions. However, it is possible to use this submod independently.
This mod overhauls all vanilla game civics [post Necroids civics are not updated yet].
The main mod adds more civics, ascension perks, edicts and more! If you are interested, check out Empires Expanded.
If you'd like a mod that adds only the civics of the main mod, check out Empires Expanded: Civics Only Version.
This mod is incompatible with other mods that change vanilla game civics, but should be compatible with other mods that add new civics.
