　10）上位首都建造物のアップグレードに必要なPOP数を
　　　 3.0バニラ調整に合わせて下方変更しました。
　11）「軌道上居住地管理局」「リゾート管理局」「総督の宮殿」の画像を
　　　バニラ画像からオリジナルModの未使用だった専用画像に変更しました。
　12）「恐怖の大兵営」の専用画像を新規に作りました。
